I would fold here just because its easier to give him credit than to not, but he might be policing you because you bullied his SB, but the turn kinda killed your hand.

Don't put him on a big hand preflop, he limped behind an UTG limper, if it was just SBvBB he might have limped AA or KK, maybe something like QK, A8 or even Kxs, hard with no read.

anyways just my two cents

Well, he could have a K, but 99+ beats him now also. Your hand = 83o, which you would probably fold here.

3bet on a paired unccoordinated board is always a bluff (c).

I really don't think ur average villain plays quads this fast. 99+ sure is a possibility. My thinking would be, he has TT and minreraises bluffing for a King. When a king hits the turn, he thinks his hand is good and hopes you have an 8. A king usually check/raises the flop or cold calls two streets shoving the river. This is IMHO the most probable way to play this hand for a bad villain. A good one is not calling with a king from SB to begin with.

ps Why would you shove the flop for?! A shove would only be good if you urself have air and are applying the above stated theorem to the hand. Shoving on a flop most of the time is not a very strong move since it puts villain in an extremely simple situation. Especially doing so in position, you achieve nothing but take away villains opportunity to bluff and your positional advanatage. I cant see any scare turn or river cards.. except for a king probaly.

99-QQ,AA 5 pairs that beat us but most of them are not likely to play pf like this. Plus does AA, for example, push turn like that? no.
case K once in a blue moon never ever pushes turn like that, more likely checks turn and minbets river
some % of weird random spazzo bluffs

Seems we are more often ahead than behind so looks like a call

Well OK maybe the PPs don't match the flop action (unless he is one of the guys who do not believe you have a piece of a paired flop). This was bad analysis from me.

Still, his turn action does not compute with quads. Ehhh

This is an easy easy flop push followed by an easy easy turn fold IMO. I don't think either decision is really close.

PUSH FLOPPPPPPP and as played Id probably call here as given the action, I would expect a K to shove the flop. Has 25nl got really tricky all of a sudden?
