Villain was kinda laggy. His normal open raise PF was $3-$4. Is this line ok?

I usually raise a slightly larger amount to about 11-12 for being OOP...As played there is no shame in check folding..I doubt villain is going to fold any pairs nor will he call with a worse hands...

Some alternatives to think about...

1..Against a 60BB stack you can just smooth call..If you flop TPTK you will get his stack in the middle with no problem...
2..If your plan is to open shove when you whiff the flop you can just shove PF...It a big overbet but a standard 3 bet leaves you in an awkward position when you do miss the flop...The overbet shove is also good for metagame reasons..You will get more walks a see more free flops..

meh, i think you're letting him play perfectly. Couple things to consider are that preflop if you know your 3bet to 9.5 is basically going to commit him to the pot, either shove pre or 3bet smaller so that if you cbet and he raises AI you can get away.

Given your 9.5 raise, on the flop any kind of cbet is making you committed, but if you bet something smaller like 8 or 9 you let him try and bluff you with other hands. But if you just shove you let worse hands get away and he (for the most part) just calls you with things that are ahead
