Here's a typical situation where I might be starting to overthink my opponent's ability to fold. From a couple rounds, villain seems to be loose passive.

I figure there's a good chance that they hold a mid pair after the turn check behind, just about anything else reasonable will be a better hand than my 2pr except AQ. They will probably fold anything I beat, so do I value bet or not? Let them bluff at it if I check? I'm repping exactly what I have if I bet.

If villain is good, check call.

If villain is bad, bet.

Edit: I missed the loose-passive comment in the OP. So based on my advice above, hero bets.

I guess betting is fine, but I can't see anything that you beat that calls... maybe a donkey with a Queen. I'd rather C/C here, besides it also lets you see his hand, and gives you some info on what he calls your 3-bets with.

i'd bet around $14 and fold to a raise, you might get a call from a Q or low pp.. most likely you wont and they'll fold.

But i cant see them bluffing when checked to very much. He likely has a pair, which obv has some showdown value so he's prolly checking behind.

14$ seems way too much. Isn't 6-10$ much better? We will get called by worse hands more often, and we can lay it down if we are raised.
