UTG is tight and plays pretty predictable poker.

How is the preflop call?
Turn semibluff?
Should I bluff the river? What kind of range do you put villain after flop check and turn call?

Turn bluff is ok, as no one ever has a ten here.
(if villain pays attention though, he knows that you most likely dont have ten either, but people rarely think this deep in 25nl)

I dont mind a second barrel on the river.
Ok, maybe villain thinks his 88 is good but I doubt it.
Most likely he has something like AK diamonds or 88-.
If he has anything better than that he really really sucks.
