RAI? Calling doesnt seem an option?

I would 4-bet cause the type of hands that you fear are sets. and the set of Q's and 4's are not very likely as you hold both cards. And even if he has the set of 9's be it. He still could hold something like AQ or maybe a worse Q. The only Q that beats you is Q9.

Min-3bets are for chumps. I'm willing to go broke here with what I expect to be the best hand. Push 'em in. If he has a set (unlikely, but possible), make the note on him on how he plays these hands.

Well you did flop superpair from the blinds so your hand is pretty well disguised. I don't think calling and waiting for a safeish turn and potting it is a big leak, especially given his min-raise which means QJ, KQ, JT a lot. 3 betting is better since you are pretty vulnerable still (basically any card above 8 should scare you). If you choose to 3 bet just make sure its big enough so that you can shove a safe turn. Make it 10 total.

Going broke in an unraised pot without the nuts is usually not good. Do you really expect to see top pair when there is a raise and reraise in front? All that action and he min raises on a dry board. I'd say this is a set nearly every time.

Without reads I'd probably fold. With even a little bit of history this is a shove but with so little in the pot it's not worth it to go broke.

i would think a call is the safe next move
