I would make the flop bet at least pot size if I'm looking to just take it right there. If he calls, I would think he has some sort of low-mid pocket pair or a draw cause if he hit his 9 he's probaly going to bet that flop. So in this case do another near pot size bet on the turn and he if calls, I'm done with the hand unless my card hits.

In I played it the way you did, I would call the river cause too often he has that low pocket pair and just din't put you on the queen or perhaps even a queen with a lousier kicker.
