25NL: What level is this TAG on?

I honestly have no idea what this guy plays like this. He told me later what he had, but I dunno if I believe it or not. I'm 19/13/2 at this table over 135 hands. Its unlikely these are the stats villian has on me. Villian is 14/8/1.75. Pretty passive but probably a result of how nitty he is preflop. Seems to be fairly thinking.

Flop: 9cTc8 (Pot 2.25)
Villian checks, I bet 1.75, villian calls.
Turn: Th (Pot 5.05)
Villian checks, I bet 4.25, villian calls.
River: 8d (Pot 14.35)
Villian bets $7, me?

I have no idea what his thought process would be for any hand. Could this be like JJ or somethin? Or is it possible he cold called with T9, 98 etc? Also, why wouldn't he lead bigger with a hand like that?

A guy with 14/8 stats probably has it here. You cant even beat an 8. I'd fold. Making the heroic call against people like this is usually not good from my experience.

He could have 87 or some other x that has him drawing to something. Or he could have top pair and, knowing you're the button, let you hang yourself when he makes trips. Whatever he has you're not beating it on the river

he has busted club draws a good bit, or 3-pair. also 8cX, maybe a weird ten, sometimes JJ. river bet is either a blocker with an 8 or a bluff usually IMO.

it looked a lot like JJ to me, but I folded to the river bet. He claims he had T9, but with how tight he is preflop I'd think he only calls with pairs+AK/AQ maybe.

I think I'd fold to a turn check raise.

A combo draw check-raises the flop.
A draw folds the turn, unless its a JT draw.
JJ leads or check/raises the flop since he is afraid of overs. I think it also 3bets preflop given you are the button and may have any sort of crap.
I'm pretty sure its some sort of a ten.
