Villain was about 30/7 so far...
Questions:
a) Do you think the size of my flop-bet is fine?
b) Do you like the check on the turn?
c) Do you call his river bet here?

bet more on the flop, make it 2.5
fold river, he's not doing this with TT, JJ, or AK
if he's capable of floating flop with overs he could be bluffing river with ace high or something but I really think

You could bet more on the flop so you don't give too good odds to a flush draw. 2.25-2.50 would be ok. I usually put in another bet on the turn and fold to a raise. You're putting yourself in a though spot by checking. I don't think he has a flopped set, he would probably have bet the flop in fear of the flush draw. What's his postflop AF?

threre is no floating at NL25 (at least at my site
bet 1/2pot at turn then check behind any river

Bet 2.5 on flop, bet like 4.5 on turn and see where you are in the hand. If he reraises you, you fold. Back to the way you played it,for the river, I'd think the way he played it, he could have a limited range of hands because hes UTG but sees a lot of flops,so he could have QJ,KQ,Q10,2 diamonds and he makes a standard pot bet to the check you made on the turn.

i have a question about situations like this. does betting the turn build too big of a pot with a vulnerable hand. i think pot control has been getting me into some trouble lately because i build these pots then have to call river bets because of good odds.

I bet turn here... 3/4 pot or so... hand plays out differently from there

as played this is must call IMO...

But he has to be very unlikely (under 25%?) to call a turn (or turn and river) bet before it is better to risk letting a diamond come off on the river. So if there is any doubt I think you should err on the side of betting turn.
