No reads, villain had just sat down. Should I even be c-betting this flop? Is it an easy c/f on the turn?

I don't like betting this hand on the flop. We're OOP and i hate boards like this when we have 99. JT or QJ boards hit soooooo much of a standard villians range that I hate betting these flops. Plus the FD. I probably just c/f the flop.
