Depends on reads, but hard to imagine you have the best hand here. QQ and KK probably would have 3 bet pre-flop. JJ, TT, and 77 are all reasonable. JTs would call in position, and maybe JTo as well. Same with 98s. Small chance you'd see QJ, KJ, or AJ here. You're getting less than 5:4 here to call. Gotta fold.

I could easily see the villain having AJ KJ KQ T8 T9 as well as some other crazy hands, i think you are only beat by JT and if the villain is wild than some other two pair hand, i very rarely see a set or straight being played this way. I think this is a call for sure

You cant win every pot I still think it is a call against villains you have no reads on

I agree that you beat many hands in the villain's range (especially at theses stakes), but you've only got .65 in the pot facing a $4 raise. Fold and wait for a better spot. If he's pushing with garbage you can get him later.
