Hero on the button with 97o raises to .16, both SB and BB call.

Flop 2c 8d 7c.
Check, check, Hero bets pot, SB folds, BB calls.

Turn Jc.
Check, check.

River 9h (pot about $1.2)
BB checks, Hero bets $1, BB raises to $3, Hero ???

I did not put him in a straight here, I thought he was either slowplaying a flush or was bluffing.

everything got there on the turn. you have to check behind on the river here. There is no way he has a hand that you beat here.

River check raises at this level are always the nuts.

789J on the board and you don't assume he has a T when he check/raises you on that river? It doesn't really matter if he has a flush or a straight. Both beat you. The turn card wasn't nice and the rivercard was disastrous. You shouldn't value-bet a two pair on a board like this. Just check behind.
