Player has not been playing long. I am playing a lot of tables, but so far he has been very passive and playing a lot of hands. I was really confused here so I went into a call down mode, I probably would not have called a huge bet on the river however.

What I probably do is bet the turn and fold to a raise.

Your impression of Villain is that he's passive, so I'm not counting on him to bet his gutshot or 8's up + gutshot, and although the turn card is a scare card, that impression you have that he's passive does suggest he won't bluff-raise.

But if I did check, I would call his smallish bets twice, like you did.

It's interesting. One thing I'm discovering in micro-NL is that checking to my opponent when out of position can often sort of be a form of pot control, since my NL25 opponents so frequently bet less than I would have. And it's also sort of checking for information, since if they bet big, I know I'm probably in trouble if my hand isn't very strong.

Your hand is pretty strong on the turn, though. I think Villain will frequently have a piece of the flop that is not trips.
