Rebuy before the hand.
Villain never calls (if the sample size is any good). So he will either raise you or fold. As you said, the board isn't pretty but your hand has some sd value. Villain is quite tight though, so he probably has a decent hand. The best you can hope for are SCs that he overplays a little. TT, AQs, KQs, QJs and maybe even QTs if you have been raising a lot from the button are probably the better part of his range. You are most likely way behind here. So, as played, this is a fold.

I wouldn't raise him in the first place because he is a) unlikely to have a bad hand and b) he doesn't call and I don't want to be reraised and c) if he actually has a worse hand and is overplaying a flushdraw, I have a redraw and don't want to stop him from wasting money on his worse hand. I think I just call here and reevaluate on the turn.
