It is a very strange sequence from Villain, he calls UTG, but he is loose so he could have a wide range of hands. But then he min-raises your flop semi-bluff which you bet into 4 people (which I'm not sure about by the way), which is astrange play to make without the goods, so here I would generally expect him to have a T for top pair T9, 99 or 55. You have to call his min raise, getting good enough pot odds to draw to the flush.

Then 9d comes on the turn and you lead out and he just flat calls. It is difficult to know if he is now trapping with a full house or just calling down with a scared T.

On the river we get another 5, now I don't see how Villain can have a 9 or 5 here, he would have had to min-raise you on the flop with middle or bottom pair which I think is an unlikely play. He could of course have 55 or 99, but these are unlikely and I'm willing to pay him off. I think it is more liekly that he has a T and was scared of the 9d on the turn but then after you checked saw an opportunity to win the hand. You're also getting better than 3 to 1 pot odds, so this is a call for me.

Easiest way to play draws OOP is with a passive line. Check/call flop. Villian has bet less than half pot on the river. I really think you're beat here, but it's a tough decision.

I'm guessing villain has AT here because of the PF limp and flop raise. He can also have 55, A5 or A9 again because of the limp. I would probably block bet the river and fold to a raise. As played, I would call the river and see if he has the boat.

T9 is the only holding I am scared of, but that's the only likely holding I can put Villain on here that beats us, I think this is something like KT often enough for this call to be okay.

And yeah a blocking bet on the end is probably not a bad idea.
