I've played quit a few hands against this guy and he had been doing a lot of betting and I thought this was a perfect spot to float him....as it turns out he's kind of wiley. How could I have played this hand bette, he folded to my RR.

Yes, reraise preflop, especialy considering there are still 3 players to act behind you. I don`t think that reraising the minimum was so bad here. You punish him if he is holding something like middle pair, QJ a flush draw. If he was just continuation betting with air you will not get much action anyways.
