I'd find a better villain to do this against, he never folds. It's a reraised pot, I put him on any pair and I'm fairly sure he'll call you with most of them (66 and under he may fold)

Without reads it seems like a terrible time to bluff, but at least you've probably got outs, which makes it a bit better.

What about a check raise AI on the flop? the 7 changed nothing, so you're relying entirely on the strength of your line.

I had no reads on him at the time. It was one of the first hands. He seemed solid...
