BTN is 40/16/1.50, then i think i'm ahead here. Raise $0.5 is acceptable, planning to make a c-bet with almost any flop if he calls? Is it at least a possibility?

I don't like raising mediocre hands out of position. I check and play poker.

If I had to guess, most other responders will disagree with me.

I think your play is reasonable. Whether you check or bet should go on your table image over the last couple of orbits. If you haven't played a hand in a while then go for it, otherwise a check is probably better.

If he is loose, you won't take the pot away from him preflop, probably, unless you have seen otherwise. You are already getting it HU with him, because SB folded. So if you raise, you are creating a bigger pot oop with a mediocre holding. Check and play a small pot with your small hand. It will be easier to take it away from him, too, probably.
