An Israeli court ruled that "...it is impossible to avoid the local law by placing your servers in a 'legal shelter' in Gibraltar, where gambling is allowed." Thus, the offshore company by offering gambling (in Hebrew) to customers in Israel is guilty of violating Israeli law.
