100NL - Two pair looking for a valueraise?

Villain is 20/10/5 over ~300 hands. Hasn't done anything noteworthy. I was looking for a valueraise on the turn or river but I'm not sure whether it's there. Thoughts?

I would raise the turn. As played I don't think a river value raise is good, especially with his overbet of the pot.

I would continuation bet on the flop. As played raise turn for sure.

I bet the flop. I raise the turn and I call the river. The river overbet is usually a sign of strength and if you raise it you are either crushed or he has air IMO.
