Villian has folded everytime i raised on the flop, he is 28/21/3, so i thought calling the flop was the best, does anyone think a turn call is possible also?

Seems fine, you opponent isn't always going to have a hand he want to felt when you have a set.

If you've raised the flop a few times before doesn't it make even more sense to raise the flop since he's seen you do it a lot already, and might just get pissed and make a play?

that is certainly possible but i think he has the suspicion that when i call im floating.. and when i raise hes beat

That's not a valid reason to call on the flop. You haven't shown down one of your flop raises so he doesn't know what you have. Eventually he's going to figure you're FOS. If you keep raising then you will get more value out of his made hands, and maybe even some out of his 3bet bluffs. I'm not sure if he's aggressive enough to double barrel here with any consistency, making a float/slowplay worthwhile.

That, and the flop has a load of draws. Definitely raise it.
