I probably play it the same. A raise on the turn might push him out (considering it was a very weak bet).

Min-raise the river maybe, since he is completely aggro he might call with middle pair.

Maybe i'm too tight but i'd be hesitant calling the river, looks like he is screaming for a call with a bet of $5 into a $23 pot.

What's your logic in folding the river but calling the flop and turn?

Well the flop bet could easily be a cbet with anything. Though you are right in that calling the turn does nothing to then fold the river.

Reraising the flop is an option.

Raise a little more PF to $6. I would play it the same..Villains turn bet is so weak I may be temped to raise but I want to see what villain is playing in this fashion..Make special notes on what villains make these weak sauce bets with then you can exploit it..
