The sugested line was to be passive on flop and check/raise turn on a safe card. Is this better than standard aggression preflop and on the flop?

3-bet PF for the love of Christ. Check-raise the flop. Get some more bets in on the turn. River plays like this due to your consistent refusal to define your hand. Misplayed on every street. Ugh.

And post this crap in micro-limits -- a $0.15 blind? Small Stakes is for $2/4 at the lowest.

Well, the original hand was posted in a Slovenian forum that is the training ground for future DERBs. Some of them don't believe in aggression... yet.
