Villain is pretty wild, playing 36/22/4.0. We have clashed a few times as we are sitting on 3 other tables, I am playing 20/12 and C Betting most flops in position.

I'd call flop and push turn if he leads, make a 2/3 pot bet if he checks. Maybe won't push if an ace or second jack came.

I call this, and plan on calling down the next 2 streets. His range is pretty wide, and it includes bluffs. The board is also drawless.

Why not re-raise when he is on such a wide range and we figure to be good a high % of the time?

Because his range doesn't include a lot of hands that are strong enough to call, and he'll bluff frequently if we don't raise.

I RR to 49 and villain called.

Is turn check standard to control pot?

once you 3bet the flop just shove the turn.
but as everyone else said, this is a good spot to call and get more money out of his weakish hands.
