Assuming I give him credit for the flush, not getting 3.5 to 1 odds to call hoping to fill up, can you assume implied odds would be enough to warrant a call?

If I did the math right, I'd need to be able to get another $3.50 from villain if I fill up, which shouldn't be too difficult with a $19 pot. Is there a rule of thumb to use at the table to figure out whether you are getting implied odds in this situation (i.e. less than PSB call, something like that)?
