uh no, fold preflop, fold flop. Your hand is badly dominated by his reraising range (or any reasonable reraising range).

Calling even this initial raise PF is -EV for you. You have a dominant hand vs. a passive player. Since you are unsure how to procede on a TP flop, your advantage of position does NOT justify calling PF, and you'd make more money by just tossing it in the future.

Raising the flop sucks. It's closer to a fold than a raise, but I probably call the flop and fold to a turn bet unless I improve.

Oh, and I instamuck this preflop even though it's just a minreraise.
