folds, I don't bet the turn here against a Lagtard either...check and maybe call a small river bet.

His push could be a bluff but it could also be a bunch of hands that have you crushed. Tough to play against LAGs without a strong hand, because it seems that every hand you play against them its gotta be for stacks. As played you should be getting like 3-1 on a call here. It could be a total bluff, you could be upgainst a set, or 2 pair or just a king. You might suck out on the river if its a heart, or spike a 7. You might be ahead. So call turn as played.

I myself have trouble in dealing with these types of players. What do you think about just calling his donk bet on the flop, keeping the pot small?

I think you played it fine. I fold to the turn push though.

What does "LAGging it up" mean about his pre-flop calling (rather than reraising) range?

It seems to me that, after that flop action, he's either check-folding or check-raising that turn most of the time. So, I'd probably wait for the river to bet.

Also, on the turn, you have an $18.90 stack and you're betting half of it into a $14.25 pot. I don't like that at all. I doubt that he's calling, but if he does, you'll get to the river with a $9.90 stack and a $32.25 pot. The only way you want that is if you really just wanted to stick all of your chips in on the flop. And, if you wanted to do that, just shove and take the fold equity.

As is, well, you'll be calling $9.90 into a $14.25+$9.00+$18.90 pot, so you're getting 4.25:1. You're dead to a flush. Most LAGgy folks I know would have re-popped a combo draw on the flop pretty often. If he has something like a king with a heart, you're crushed. If he has a a king without a heart, you're getting the odds you need (3:1). Ditto for an overpair that forgot to raise you earlier.

Ick. It's so hard to fold getting better than 4:1, but what can he really have that doesn't crush you? I guess call if you think he doesn't have a heart, but I think this might be a fold. You need a whole lot of his range to be Kx without a heart.

call here, but you are crushed. i also call that turn. even against bluff donkey, your hand is not big enough to actually take any heat. keep the pot smaller, pick a better spot
