This really is read dependent given your description he sounds quite passive therefore i think i fold this.

As you have repopped him preflop and then he has led this flop, you have told him twice you have a hand and he still is pushing the action.

Pre flop raise more make it around $2.5, you re-raise achieves nothing and simply bloats the pot unecessarily.
