If online poker were legal in a State, don't you think the Governor, Attorney General or Sec. of State would have announced that by now, and made big news doing so?

What are you talking about? I'm assuming the federal wire act doesn't apply to poker. If that is true how many states have explicitly outlawed online poker, as washington has?

This is a different question - there are about 10. Around 40 have implicitly made it unlawful since it is not authorized gambling.
