Villain is 26/14/1.4 over 175 hands. This is the first hand he has re-raised preflop.

My plan when he 3-bet me preflop was to play for set value, call a c-bet on a non-AK flop and reevaluate on the turn.
Is this a standard fold or am i playing this rediculously passively?

Meh, this really smells like AA/KK. I fold.

I like reraising PF here with QQ if he pushes you can probably let go.

Reraising sucks, most people won't 4-bet w AA or KK (So you still won't know what he has) and the only hands you will get him to fold are the ones you beat.

Ok so is it best to call and fold or raise the flop?

This looks fine. I think raising the flop is generally spewy at these limits. I think you played it well.
