Rest of the Table is loose with a lot of limp/call players.

If the button is really that tight, his range is probably AA-TT, AK, AQs...call and spike something nice? it would really suck to bump to 9 and have to fold to a nit pushing.
Against a 13/9 call&gt;&gt;&gt;&gt;raise&gt;&gt;&gt;&gt;fold

Call and reraise his possible CB on the flop with any A,K or flushdraw.

Its very likely that a call will trigger at least one of the limpers to come along with a garbage hand.

Button is not my only concern in this hand as I see it. Im OOP against at least one player who could have just about any two cards + the nit on the button.

A re-raise would most likely get the limpers to fold and Button call. Whats my flop action then OOP?

Bet A or K flop and check fold rest?
c-bet any flop and get him to fold AK, AQ.

Your major concern should be the Button, who most likely has TT+. I wouldn't reraise this hand PF, because if Button has AA or KK, You are dead.

You shouldn't C-bet any flop, but bet any A,K (maybe pot-sized) and any flushdraw all-in. This all-in call should be made, because You will have some fold equity vs a tight player.

100 hands is not very much but call and proceed with caution.
