Barney Frank will probably be the chair for the House Banking Committee. Is this the committee that will decide how to enforce the online gambling legislation? If not, who else has sway?

yes, I believe this will be the committee involved in the enforcement aspect of the bill.

There is also a good youtube video where he insults the insertion of the anti gambling legislation into the bill,if i remember correctly.

It is important to distinguish oversite of the law and the actual drafting of the regulations. The latter part is for the executive branch.
