I figure he probably has some medium pair or just plain rags and is trying to steal on this bad flop, should i reraise here or just toss?

Depends on reads. Raise/Fold are both OK. You can also call flop, and see if he bets again on the turn(if not, then bet turn and win pot).

This looks good. I think you played this hand fine. You can occassionally bluff raise or call and float this flop, but you need a great read to do so. Tossing is okay...PF is great as well.
