Villian is 70/8 60 hands. I haven't seen him pull a move on the river like this.

Everyone has at least 100bb so I figured K4s wasn't that bad a hand to play from the button. Although raising from the button may have been a better play.

Villian's betting pattern has been if he bets the flop he bets the pot small. I like this flop and I fear a raise by me will make him fold, that's why I elect to call.

raising pf is fine, depends on your table image and how aggro you've been pf.

I'd def raise the flop, so what if he folds? Also, you have position so you'll likely see all 5 cards + the chance you take it down right there + the chance the turn brings the flush and your hand is disguised + the chance you check behind and the rivers a flush card and he decides to take a stab at the pot with the scare card. Basically, I think raising is far better than calling here.

on the river its an easy call, you have him beat so much more often than he has you.

I would fold or raise preflop,

On the river I would call, but I would raise him on the turn.
The only hands beating you are:
AcXc, KcJc, Jc8c.

Unless you know the villain would never do such a reraise without any of these cards it is an easy call, and if you he does beat you, too bad...

Call very fast. You could also fold preflop and raise flop.
