i'm currently taking a public policy class focusing on information technology and i need to write a 3-4 page memo recommending some policy change. the UIGEA seems to be a policy that needs changing, and i figured that there would be some good opinions here. right now, i do not really have any arguments beyond the legality of the lottery and horse racing and casinos in select areas sets poor precedent to make poker, a game of skill, illegal. also, the game theory that it teaches is integral to some prestigious careers (i.e. trading).

just so you know what i'm looking for here's the standard organization of a policy memo:

1. Statement of topic
2. Brief overview of issue area
3. Overview of existing policy(ies) or policy discussions
4. Pros and cons of existing policy(ies) or policy discussions
5. Proposed new policy
6. Arguments about why this policy should be adopted and what weaknesses in existing policy it addresses.

and because it's only 3-4 pages i cannot go too far in depth. any help will be appreciated. thanks.
