Villain seems to be your typical uNL donk. Not too out of line, usualy folds to cbets etc.

what do you think these tiny bets mean? Usually when I see people make these tiny bets I make a note on what they mean, because for some it means "I have a weak pair that I want to see showdown with so I'm betting defensively" and for others it is bad value betting b/c they don't want you to fold against their straight, and want to induce a bluffraise.

Wtf is your minraise preflop? 4BB+1BB per limper. At these levels I wouldn't c-bet against two villains. I would usually just call river but I guess raising is fine, maybe raise slightly more but no biggie.

Misclick. How I didn't notice that before I posted the hand is beyond me.

I'm not trying to be nasty here, but if I just sat down at the table and watched you minraise with one limper in already, my first thought would be 'typical uNL donk'. Raise it up to 0.25 pre.
Flop, PSB against 2 opponents,
River looks OK, but I probably raise a little more. I may just call river if they bet small with draws, and when they make hand not wanting to scare anybody off.
