He calls my c-bet and then checks the turn. Do I fold? Am I splitting at best?

You make the river decision hard for yourself by not betting the turn when he checks to you. You need information at this point as to whether he has a big hand.

River is a debatable

* Most people aren't checking both the flushdraw and the made flush - but
* You may be calling for a split

Split here a lot, lose to flush some, lose to higher straight a bit. Odds are fine for a call.
