i am new on here and am trying to figure everything out...what does it mean when someone has something like 17/50/.50 or whatever that stuff is. i am kinda confused and wanna learn.

This is their aggression factor - i.e. they voluntarily put money in the pot 17% of the time here.

Commonly VP$IP/PFR/Agg, or % voluntarily put money in the pot, % preflop raise, and postflop aggression. These are figures from PokerTracker, amazing software used by many (incl. me) to track and evaluate our online play. Do a search here & in SSNL, or hit PokerTracker's web site.
