Ye, this is not a place for a delayed continuation bet. His flopbet is perfect for raising, take advantage of that.

Aside from that, often when I see fishes minbetting a table with no obvious draws they are 'slowplaying' something good, so Id rather find out as soon as possible what Im up against.

When bet into so little from villian, it is only two options. One, like Lam said, they are really strong. If not, then they are just hoping you have 2 overs, like you did. Just calling that tiny bet doesn't help you get any info on their hand. Also, how much would you have c-bet if checked to? I'm assuming around .15-.23. This is also a good raise amount. Then, you can either be happy if they fold, fold if they raise, or be done with the hand if they call. Raising on flop seems to help play the hand with less confusion.

It depends on what the underbet means from this player & on how the game is playing. In general I would treat the underbet as a check - raising if he does this with nothing or will fold something like bottom pair.

If villain is really loose-passive, will call with any part of the board, etc calling is fine. You're getting over 6:1, it would be like the equivalent of checking behind to spike an A/Q.

I would avoid the turn bluff without with maybe 6 outs, especially as players at this level call too much. Avoid bluffing and value bet almost exclusively.

Whether a raise defines his hand or not depends on how villain plays. There are people who would call a raise with 22 on this board who I've played against (esp. at NL2 & 10).
