This is a spot where I never know what to do. I think I would not call any real bet by villian but when he checks the second time, am I glad that I get a cheap showdown or do I value bet?

Villain looks like he is on a drawing hand to the straight or club flush, and has probably missed. A value bet is only a value bet if you have a chance of getting paid. Here, you only get a call from a better pair.
