Is this a spot where I should check behind to keep the pot small? I had a friend tell me that if I don't know what to do if I get c/r'd on the turn, I shouldn't bet, but sometimes I forget it while playing. Thoughts on all streets appreciated.

Check isn't bad, but villain has 45 vpip, so I probably value bet. If I'm c/red by a guy with so little aggression, I'm dumping it.

board is kinda meh.

I'm in between firing a half-pot, or checking behind, and 2/3+ pot betting the river if checked to.

Leaning more towards the latter for reasons of pot control.

if utg is a calling station 1/2 pot it here and fold to a cr. this way you get value from him calling with weird drawing hands he'll fold the river with. you can always check behind there if you get antsy about betting

Half pot it, fold if you get check-raised.

I don't want to face a decent-sized river bet after check-check on the turn, especially if something stupid like a spade or any broadway except a queen hits.

I think I'd rather bet/fold the turn, and then check behind on the river, than check the turn and getting bet into on the river...

Given badguys stats I'd consider betting the turn, If he C/R's then I know for certain I'm beat. The guy is a LP (probably a calling station) and will probably call down with any piece of the flop. I'd expect to see a mid pocket pair here most of the time so a set of tens are very likely. Any major play back tells me I'm beat and I should let the hand go.
