SB is 38/11/4.8 and BTN is 38/12/3.4 and both seem like decent players. My main question is: Do I "need" to repop this preflop? If so should this always be repopped or call at some frequency? What role does position play? What role does villain stats/read play?

I would raise reraise preflop since there were so many limpers, and I would probably raise to ~4.50 as I want to isolate the SB.

Without the reraise preflop, I would raise the flop to 7, which puts the pot at $20.25 and leaves villain with $15.40 .. so just push him in.

As played, the 8 shouldn't help villain, I would push him in and look to probably see a JcTc or a 7c6c combo draw if you're called.
