I only have about 15 hands on villain but he seems loose. Do I have enough outs to call his push?

I wouldn't think so. At the most optimistic you have 14 outs, 9 hearts, 3 K, 2 non-heart A. I think you are very rarely ahead here. So, you're about 3-1 to make your draw and the pot is laying you 2-1. Pass.

Fold this. He's got you beat and you don't have the right odds to call.

id bet a little more on the flop. and fold to the turn push. i hate the way this hand played out but villain is so short and has position so I am not sure there is another way.

How does everyone feel about just checking the flop? We've got a decent overlay but our FE sucks here, and we'll usually end up with too few callers for value and too many callers to scoop the pot IMO.

fold the turn. betting the flop is okay i think.
