question on regulating online sites, taxes etc.

I was wondering about taxing online sites...do they charge the sites a certain amount .. which they pass on to users in a form of higher rakes or tourny fees or is it somehow directly charged to users?? kind of dumb question... but how do they do it in UK or other regulated countries?

They force more river suckouts so the higher rake is passed on as a tax on the better players allowing the fish to play longer.
