There are probably many reasons why these ideas wouldn't work, but what do you think of the following two compromises once the current legislation is enacted?

1) States could sell "deposit coupons" at stores where lottery tickets are sold. You prepay a deposit amount, and the state takes an appropriate rake at site of purchase. In return, you are given a key code that is accepted for play at approved sites. Your winnings could either be mailed by check to you or you could cash out with your coupon at the site where you made your initial purchase. This method would ensure that minors couldn't play, keeps the money in the country/state, and gives states their piece of the action.

2) Sites that where prizes are based upon advertising revenue...effectively you are playing a freeroll and haven't risked any of your money.

1. If states really wanted to start their own site and regulate it, they wouldn't need to have you deposit at 7-11. They would just take credit cards or whatever from residents from that state.

2. Well the idea of winning $7.32 for getting 1st place in a "freeroll" doesn't sound like too much fun. I doubt it would gain much interest. Besides, how would you cash out if the banks won't conduct business with that site?
