The answer is in the article, they have an alleged 10 million people with PP on their PC's and

"It reckons that it will be able to use that site to offer players the chance to bet on lotteries and fantasy sports – two areas that were explicitly exempt from the legislation."

I would guess they want to stay known for if the law is changed or new laws come in that allows them to renter the market.

I figure they may be contacting state Attny Generals to get explicit statements about poker's legality in each state where state law does not make playing online poker legal. Some have commented that the wire act does not apply to poker, and if this is the case then the UIGEA does not seem to make poker sites illegal if they do not do business with players in a state where poker is illegal.

This is just my reading on it.
