Should I raise the turn? Fold the river?

I think this is fine. I call the river.

I briefly thought about raising this turn, but I don't think we get many worse hands to call a turn raise. Also, the pot is smaller with this line.

Raising the turn is cheaper than calling that riverbet but he could also have made a flush on the river because that 0.5$ seems more like a blocking bet. So I would fold the river if he was not really loose.
If he had trips he wouldnt raise the turn 0.5$ imo.

I don't understand that. If I raise the turn I put him all-in, no matter what.

That river card was pretty gross. It filled out every draw that out there, and your tptk isn't looking very good right now. While villain may not have had you beat on the turn, I think he does on this river. I'd fold

No it isn't.

I disagree. It looks to me like villain is a donk who doesn't know how to bet (very common btw).
