Tough spot. UTG probably has a set or small overpair (88 or 99 maybe) and went for a c/r, albeit a donkish one, knowing that someone was going to bet here. I doubt you have FE here. I'd just flat call the $15 C/R and re-evaluate on the turn. If UTG made a small CR on flop, he may small-bet the turn to price you in for your draw.

I probably lead the flop and then wouldve 3 bet all in.

I think this is a bad raise. his check/ almost min-raise over your call looks like he has a very strong hand he isn't going to give up. you have no FE here. do you cant an ace as an out? just call the raise since you are drawing to the nuts.
