Would the following statement hold true:

The natural laws of the universe cannot be broken, however they can be made to work under special conditions that will produce results that would not be produced under the conditions spontaneously occurring in nature.

What I'm getting at: is there is a latent potential within the laws of the universe, that wouldn't manifest itself, without the interaction of human intelligence?

Yes. The capabilities aren't quite there yet though.

If we can create elements that didn't exist previously...

If we can postulate tachyons...

It's more likely that our perception of the natural laws are slightly inaccurate, and any effect is already inherent in the mealleability of the laws themselves.

And there's a 99% chance I don't know what I'm talking about yet.
