Would it be easier to try to get online gambling 'legalized' on the state level with ballot iniatives, and therefore do an end run around the federal legislation?
This is based on my, probably incorrect, assumption that the UIGEA only bans online gambling in states where it isn't expressly legal.
I know, in California, it is relatively easy to get an initiative on the ballot. Could the PPA work on getting online gaming legalized in CA., then work on other states.
It might be a long process, but if enough of the more culturally mainstream, populous states legalize it, would the federal laws become simply obsolete?
