Asked this in another thread, but no clarification, so decided to start a new one.
The bill is now law, but no enforcement measures are in effect. From what I know, that could take UP TO 270 days after signing the bill into law. Am not sure if Ex Post Facto applies in this case or not.
If it does, why would any profit-maximizing corporation elect to ban US players any sooner than 1 sec prior to enforcement measures being put in place?
